The non\-supervisory Resident Engineer (RE) is a member of the Department of Veterans Affairs, Office of Construction \& Facilities Management (CFM) on\-the\-ground team for construction projects in multiple locations. CFM is always the owner of the construction project \& serves as Construction Agent, however CFM does partner with various Non\-Department Federal Entity (NDFE \- e.g., GSA, USAGE, etc.) to serve as Construction Agent within both the Leasing \& Major construction programs.

**Duties**
----------
The Resident Engineer functions include supporting the Senior Resident Engineer by participating in design management with the Project Manager and other stakeholders, when applicable, monitoring various on\-going construction activities and schedule for conformance with contract requirements. The position oversees civil, structural, mechanical, electrical, or architectural aspects of construction, supporting processing of easements, pertinent deeds, local requirements, and restrictions. Also, supports coordination of various phases of construction with the customer or assigned representative and staff to minimize disruption to on\-going hospital activities. The position reviews contract deliverables (such as submittals, RFIs, deviation requests, etc.) and maintains proper documentation through the life of a project.
**The major duties and responsibilities include, but are not limited to:**
* Participates in design management with the CFM Project Manager (PM) and stakeholders, when applicable
* Oversees civil, structural, mechanical, electrical, or architectural aspects of construction
* Coordinates various phases of construction with the customer or assigned representative and staff to minimize disruption to ongoing hospital activities and for overall patient and worker's safety on the construction site
* Interacts with the CFM PM and Schedule Consultant to help determinate recovery of lost time due to unanticipated events (weather, delays in material shipments, unanticipated site work problems, etc.)
* Recommends solutions to resolve unusual or unique problems related to hospital design or unanticipated issues that occur during the actual construction of facilities
* Identifies potential construction related issues to the Senior Resident Engineer (SRE) and reviews comments from other professionals in a formal response to Architect Engineer (A/E) firms when necessary
* Confers with management and subject matter experts including customers, architects, technical engineers. and legal counsel, as directed, about all matters concerning construction and activation activities of VA facilities
* Conducts inspections in partial, pre\-final and final form, for conformance in Operations and Maintenance manuals, equipment training, warranty
* Provides input of methods, techniques, and procedures/processes to SRE to address concerns that may hinder progress
* Oversees changes in project funding and scheduling
* Documents daily environmental conditions that may impact safety and construction progress
* Reviews contractor's proposal cost breakdown(s) on equipment and materials for construction projects
* Generates draft contract modifications for SRE review and signature.
* Develops estimates for modifications and construction projects
* Reviews cost breakdown of contractor's payroll, schedules and invoices
* Participates in end\-of\-warranty inspection on constructions projects
* Monitors ongoing construction activities to assure the contract requirements are met
* Tracks deliveries of government\-furnished property and equipment
* Organizes work to set short and long term goals and priorities for current and future construction projects
