Job Description

We are SpecPro Sustainment and Environmental (SSE), a government contracting and consulting firm supporting several military installations and federal agencies across the U.S. SSE is seeking an Environmental Engineer to provide direct acquisition and program management support services for the Air Force Civil Engineer Center (AFCEC) and General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services (AAS).



The candidate shall provide comprehensive support for environmental services including

restoration, remediation, operations, and related efforts at Air Force installations and other sites, in accordance with all applicable technical and regulatory requirements. The mission includes but is not limited to environmental services which encompasses the full range of methods, technologies, and supporting activities necessary to conduct environmental operations and services efforts to address environmental compliance needs at Air Force installations and other locations in accordance with technical and regulatory requirements.



The scope of this requirement includes providing expert guidance in environmental systems

analysis, infrastructure impact interpretation, and cost\-assumption clarity to AFCEC on environment related issues and, where appropriate, the GSA Project Manager. Activities include

**but are not limited to:** Environmental, Safety, and Occupational Health Compliance Assessment

and Management Program (ESOHCAMP), air quality, cultural resources, hazardous material

management, hazardous waste management, natural resources, pollution prevention, long\-term operations and maintenance, long\-term monitoring, pesticide management, petroleum, oil, and lubricants (POL) management, solid waste management, storage tank management,

polychlorinated biphenyls (PCBs), asbestos, radon, lead\-based paint and other lead\-containing

materials, wastewater and storm water annual permitting, drinking water surveillance, ordnance removal and disposal, range operations and maintenance, demolition, system optimization (in accordance with AFCEC guidance), precision leak testing, environmental baseline surveys (EBSs), environmental impact analysis process, air traffic and airspace analysis, and noise management.



TASKS

PROGRAM MANAGEMENT SUPPORT

* Provide technical leadership and subject matter expertise (SME) support to GSA CO and/or PM and AFCEC personnel
* Participate in Integrated Project Team (IPT) meetings
* Participate in project meetings and site visits
* Provide project and field coordination support
* Facilitate continuous improvement and process standardization events
* Knowledge management and process improvement activities


ACQUISITION PLANNING \& PRE\-AWARD SUPPORT

* Assist in defining program requirements and scope
* Review AFCEC requirements packages for MAS schedule and contract vehicle compliance
* Provide recommendations to GSA PM and COR
* Serve as technical expert and advisor during evaluation of offeror technical and pricing quotations
* Prepare technical evaluation memoranda and recommendations
* Review and assist in developing Independent Government Cost Estimates (IGCEs)
* Provide technical interpretation and review of environmental system and compliance constraints influencing estimate assumptions or cost drivers
* Provide review of acquisition materials and products resulting from artificial intelligence (AI) development for AFCEC acquisitions.


CONTRACT ADMINISTRATION \& DATA ANALYST SUPPORT

* Provide guidance on contractor performance evaluation
* Recommend corrective actions
* Advise on contract modifications and related program actions
* Review reports and provide actionable recommendations


BUDGET, FINANCIAL AND DATA ANALYST SUPPORT

* Assist in coordinating integration of GSA and AF funding sources
* Provide funding integration summaries
* Review IGCEs for alignment with requirements
* Provide data\-driven recommendations to PM and COR


**Education/Experience:**

The desired minimum knowledge, skills, and abilities include a bachelor’s degree in environmental science or environmental engineering, Toxicology or one of the physical or life sciences with a minimum of ten years Air Force specific environmental compliance experience. Environmental experience must include building and developing Air Force Environmental compliance scopes of work and independent government estimates. The environmental compliance scope of work includes Air Quality compliance development and implementation of various environmental sampling plans, environmental fence to fence projects or other equivalent environmental experience. A Master’s degree in a related field may substitute for two years of experience. The preferred certifications for the Senior Environmental Engineer are as follows:

* HAZWOPER certification
* Project Management Professional (PMP); and Registered Environmental Manager (REM)
* or Certified Hazard
