The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration and production, seeks an Engineering Specialist VI to provide technical work in the Engineering Unit in the Oil and Gas Division. The primary focus of this position will be coordinating the Commission's program for flaring and venting natural gas pursuant to 16 Texas Administrative Code §3\.32 (Statewide Rule 32\). This position will coordinate technical and administrative staff efforts to receive, process, and track administrative exceptions and hearing requests. The position will be responsible for analyzing data and preparing reports on gas flaring and venting in Texas. The position will be responsible for meeting established performance objectives relating to Statewide Rule 32\. Other responsibilities may be assigned as needed, including reviewing well completion reports and other tasks assigned to the Engineering Unit. May train others. Works under general supervision, with latitude for the use of initiative and independent judgment within the scope and authority of Commission rules and practice.
**Essential Job Duties**
* Oversees and provides high\-level technical expertise for the Statewide Rule 32 program regarding the flaring and venting of gas.
* Coordinates the work of technical and administrative staff assigned to the Statewide Rule 32 program.
* Tracks and reports performance measures associated with the program.
* Analyzes current business processes and workflows.
* Develops and implements improvements to business processes and workflows.
* Validates and analyzes data relating to the flaring and venting of gas.
* Oversees and/or performs the collection, validation, and analysis of data to identify non\-compliance with Statewide Rule 32\.
* Prepares correspondence and technical reports.
* Performs engineering assessments.
* Provides technical guidance on the evaluation of data, coordination of research, analysis of issues, and formulating recommendations.
* Trains others.
* Performs additional related essential tasks to maintain production workflow.

**Qualifications** **Minimum Qualifications:**
* B.S. in Petroleum Engineering, Geology, or a related field from an accredited four\-year college or university.
* Three (3\) years of experience in engineering or geological work.
* Experience may be substituted for the required education on a year\-for\-year basis.
* Applicants must reside in or be willing to relocate to the Austin area.
* Valid Texas Driver's license and a good driving record.

* Experience in oil and gas regulatory functions and knowledge of the Railroad Commission's rules, policies, and procedures.
