Job Description

As Scout’s Senior Manager, Construction Engineering, you’ll be the owner’s technical representative from late\-stage design through COD for utility‑scale solar, wind, and battery energy storage projects. You will lead multidisciplinary design reviews, manage third‑party Owner’s Engineers, guide QA/QC and FAT programs, resolve construction RFIs/NCRs, and oversee commissioning and technical handover \- establishing standards and capturing lessons learned for a growing IPP with an entrepreneurial culture.


Your attention to detail and ability to concurrently drive multiple work streams forward on time and on budget will be key to your success. Your technical knowledge and experience with interfacing with internal and external construction teams on renewable energy projects will be widely valued in this role.


Travel to project sites within the United States and Canada is expected during project construction. Remote candidates will be expected to be in the Boulder office one week per month.


What you’ll do:

**EPC Design Optimization**

* Coordinate multidisciplinary reviews of EPC engineering deliverables (drawings, calculations, specifications) to ensure compliance with Owner’s Requirements and PPA/Interconnection obligations.
* Optimize designs for capital efficiency, execution risk, and long‑term reliability (e.g., cable routing, inverter placement, equipment selection).
* Provide input on EPC contract technical exhibits and negotiations; ensure constructability and permitting needs are baked into design.
* Capture and feed lessons learned back to Development, Engineering, and Preconstruction for future designs.

**Owner’s Engineering \& SME Management**

* Scope, contract, and manage third‑party Owner’s Engineers; direct their scope, budget, and schedule for timely independent reviews and studies.
* Interface with and/or manage internal SMEs (Electrical, Civil, SCADA/Commissioning, QA/QC) and external specialists (Protection \& Relaying, Metering, HV/Transmission).

**Construction Technical Support \& Quality Assurance**

* Serve as the primary escalation point for technical RFIs, field changes, and NCRs; coordinate with EPCs, OEMs, and design engineers to approve modifications.
* Oversee the project QA/QC program, including third‑party inspectors and provide oversight to internal QA/QC engineers (e.g., pile testing, torque checks, MV terminations).
* Lead or oversee root‑cause analyses with contractors and third‑party engineers; enforce corrective actions and contract requirements.
* Ensure that GIA/interconnection requirements are met during construction and energization.

**Major Equipment QA \& FAT**

* Plan and coordinate Factory Acceptance Testing (FAT) for transformers, inverters, wind turbines, BESS containers, etc.; confirm manufacturing quality prior to shipment.
* Align FAT acceptance criteria with project specs and commissioning plans.

**Commissioning Leadership \& Handover**

* Review/approve EPC commissioning plans, pre‑functional checklists, functional tests, and capacity/performance testing procedures.
* Provide oversight to the SCADA \& Commissioning Engineer to bring SCADA online, verify data and controls, and confirm operational readiness.
* Manage technical turnover to Asset Management \& Operations, ensuring complete as‑builts, test packages, warranties, and asset system population.

**Stakeholder Communication \& Governance**

* Lead weekly technical meetings with EPCs and third‑party OEs; track open issues to closure.
* Provide clear internal updates to Development, Finance, and Leadership on technical risks, cost/schedule impacts, and mitigation.
* Establish and maintain engineering/commissioning standards and templates; document processes and best practices for repeatable delivery.



**Requirements**

* Bachelor’s degree in Engineering (Electrical preferred).
* 8\+ years in at least one of the following:
* Design engineer for utility‑scale solar/wind/BESS projects; or
* Owner’s Engineer/technical advisor on renewables; or
* Construction‑phase engineering for utility‑scale renewables (design IFC field support).
* Demonstrated Owner’s experience resolving multi‑disciplinary technical issues with EPCs/OEMs; strong understanding of civil \& electrical plans/specs.
* Proven ability to prioritize multiple workstreams, make sound, timely decisions, and drive accountability across internal/external teams.
* Strong communication, organization, and project management skills.
* Valid driver’s license and ability to perform field work required.
