**Location**: Houston, TX

**Build Legacy. Lead with Integrity. Grow with Purpose.**

Persons Services is a dynamic and rapidly expanding construction firm, proudly operating across the United States and the Caribbean. Our award\-winning team is consistently recognized for excellence, including ENR Top Contractor rankings, multiple consecutive years on the INC 5000 list, and numerous industry accolades.

We are seeking an accomplished **Construction Manager** to provide executive leadership and operational oversight for our water and wastewater infrastructure division. This is a high\-impact opportunity for a proven leader to direct complex municipal projects ranging from $10M–$100M\+, build a high\-performing team, and grow with a company that is rapidly expanding its presence in the heavy civil infrastructure market.

At Persons Services, we believe in hiring "A Players" who lead with integrity and align with our Core Values. Our team thrives on collaboration, innovation, and the pursuit of excellence.

**Key Responsibilities**

*Operations \& Portfolio Management*
* Provide strategic oversight of all water and wastewater construction operations — treatment plants, pump stations, pipelines, and civil infrastructure
* Direct multiple project teams (Project Managers, Superintendents, Engineers, and field personnel) across a portfolio of $10M–$100M\+ municipal projects
* Establish operational standards, construction methodologies, and performance expectations across all projects
* Conduct executive project reviews and deploy targeted intervention when projects require strategic direction

*Financial Performance*
* Own full financial accountability across all assigned projects — cost control, margin protection, forecasting, and change order strategy
* Review budgets, estimates, and procurement strategies to maximize profitability
* Lead negotiation and resolution of change orders, claims, and contract disputes

*Preconstruction \& Client Relations*
* Drive pursuit strategy for municipal water and wastewater opportunities, including bid/no\-bid decisions and strategic pricing
* Guide preconstruction planning: scope analysis, constructability reviews, and risk identification
* Serve as the senior operational liaison with municipal clients, engineering consultants, utility districts, and regulatory agencies
* Maintain and grow high\-level client relationships to generate repeat business and long\-term partnerships

*Safety, Quality \& Team Development*
* Establish a culture of safety and operational discipline — ensuring full OSHA compliance and company safety standards across all sites
* Oversee quality assurance programs and commissioning processes for treatment facilities and infrastructure systems
* Mentor Project Managers, Assistant PMs, and Superintendents — identifying leadership potential and driving professional growth

**Ideal Candidate Profile**
* 12–15\+ years of heavy civil or infrastructure construction experience, with extensive background in water and wastewater treatment facilities
* Proven track record managing large project teams and multi\-project portfolios at the construction manager or senior PM level
* Deep technical knowledge of WWTPs, WTPs, pump stations, process mechanical systems, large\-diameter pipelines, reinforced concrete structures, and underground utilities
* Strong contract administration skills — experienced in municipal procurement, change order management, and claims resolution
* Financially sharp — adept at forecasting, margin management, and cost control across complex project portfolios
* Exceptional communicator and relationship\-builder who represents the company with professionalism at the executive level
* A servant leader who develops people, drives accountability, and embodies our Core Values
* Bachelor's Degree in Construction Management, Civil Engineering, or related field preferred

**What We Offer**
* Executive\-level leadership role with direct impact on company growth and market expansion
* Competitive compensation and industry\-leading benefits package
* A culture that values character, purpose, and innovation
* Access to cutting\-edge tools, resources, and a nationally recognized project portfolio
* A place on a team that's shaping the future of infrastructure construction
